Target and detail concept for the planning and implementation of spacial and financial overall concepts (RFGK)

As the property entity of the Swiss confederation, the ETH Board is responsible for the achievement of the strategic goals of the confederation and the adherence to the respective principles for the task fulfillment. This is why the ETH Board had to examine how the required expansion of the infrastructure would be acceptable and financially bearable on the long run and demanded an instrument for the purpose of steering the resulting investments, subsequent costs and their financing for all used and managed properties, independent of their ownership.

Solution to the Problem/Question

The ETH Board required planning, prioritizing and decision criteria for the assurance of the superordinate portfolio management concerning ETH’s properties. For this reason, a cockpit for the portfolio management shall be developed.

pom+ analyzed the current inferface design and the weaknesses concerning the processes / the information flow as well as the requirements of the ETH Board and the stakeholders involved. For the target concept, model drafts were designed for the RFGK, adjusted with the project team and a final version was then developed and documented. During the phase „detail concept“, first a layout of the stakeholders with their goals and requirements was set up, before sharpening the RFGK’s goals and legitimation. Following that, RFGK figures were defined and the implementation of the future, regular design of the RFGK into the existing planning and reporting processes was worked out in detail. After the verification of the integration into the existing planning processes, a concept for a future support of the establishment and consolidation of the RFGK by means of an IT tool for the controlling was designed, as well as other required instruments and aids for the development of the RFGK.
